Moving toward a more decentralised, digital, and decarbonised electricity system, data interoperability becomes a cornerstone for the efficiency of the system. Data sharing among all relevant actors is the basis for an efficient future electricity system characterised by a wider variety of energy, providers, and users than the former system. Significant efforts have been undertaken at the EU level with the support of ENTSO-E and DSO Entity to ensure transparent and seamless access to final customers’ data, in a manner that the data is easy to understand and use, provided that customers have given the required permission.
Consumers are front and centre in the efforts to digitalise the electricity system with the objective of developing innovative data-driven services to save energy (and money), address high prices, and increase energy sovereignty. For example, interoperability is key for small consumers to participate in demand response through a transparent and unified interoperability framework.
The two European grid organizations ENTSO-E и DSO Entity announced the launch of Data Interoperability Repository, which is part of the platform on topics related to data interoperability in compliance of Regulation (EU) 2023/1162.
The platform features:
- A repository of national practices, collecting reports submitted by Member States on the implementation of interoperability requirements and procedures for access to metering and consumption data
- Reference models and technical documentation developed by the JWG, including role, information, and process models
- Outputs from Task Force 3, which supports the development of harmonised data models and alignment with standardisation efforts
The repository is now publicly accessible and will be continuously updated as new national mappings are submitted and as the Joint Working Group of ENTSO-E and DSO Entity advances its work. It is designed to support all actors in the energy sector—consumers, aggregators, service providers, and system operators—by enabling secure, simple, and non-discriminatory access to electricity data.
This launch reflects the joint commitment of ENTSO-E and DSO Entity to foster a harmonised and interoperable data environment that empowers innovation, enhances grid efficiency, and supports the development of a truly integrated European energy market.
Background information:
The JWG on Data Interoperability was established in June 2023 by ENTSO-E and DSO Entity to perform the tasks foreseen in Articles 11, 12, and 13 of the Implementing Regulation (EU) 2023/1162.
The main tasks that ENTSO for Electricity and the EU DSO entity perform under their cooperation on data transparency shall include
(a) developing guidance to assist Member States in the reporting of national practices;
(b) collecting the reports of national practices provided by Member States regarding the implementation of the reference model;
(c) publishing the reports of national practices in a publicly available repository which shall be kept up to date.
