EMI’s questions to the EWRC candidates

In connection with the current procedure for the election of the chairman and members of the Energy and Water Regulatory Commission, the Energy Management Institute sent the Parliamentary Energy Committee questions to be put to the candidates in the field of energy during their hearing.

Strategic development and regulatory framework

  1. How do you see the development of the energy sector in Bulgaria over the next 5 years in the context of the European energy transition? Does the EWRC have the necessary regulatory tools to effectively manage these processes and if not, what regulatory and administrative changes would you initiate?
  2. What concrete measures would you take to improve the transparency and predictability of regulatory decisions? How would you ensure a fair balancing of the interests of producers, suppliers and end-users?

Renewables and energy security

  1. The growing share of renewables in the electricity mix poses many challenges for the system. What regulatory mechanisms would you put in place to simultaneously minimise constraints to renewable generation and ensure security of supply?
  2. How do you assess the effectiveness of the current balancing energy market model? What changes would you propose to improve price signals and incentivise investment in shaving capacity and flexibility?

Network modernisation and digitalisation

  1. For several years, the main focus at European level has been on the development of the distribution network, while in Bulgaria we have seen a business as usual approach. What regulatory incentives would you introduce for:
    • Increasing investment in network modernisation
    • Implementation of smart metering systems
    • Development of local energy communities and active consumption management
  2. How do you see the role of the EWRC in the process of digitalisation of the energy sector? What specific initiatives would you take to stimulate innovation and the deployment of new technological solutions?

We believe that these questions will help the candidates to formulate in-depth and concrete concepts for the future development of the energy sector in Bulgaria, demonstrating their expertise and vision for effective management of the regulatory institution.
