ConceptThe incorruption of the energy infrastructure and its reliable exploitation are crucial for the welfare of citizens and for the economy. Permanently changing threats – natural and human related – require the necessity of continuous review, assessment and modernization of policies and practices for energy infrastructure protection.

 

Actions in this regard at EU, regional, international and national level need to be critically reviewed in order to improve the approach and to ensure an adequate response to new challenges. Tthe vulnerability of the European infrastructure of natural, as well as deliberate and undeliberate human threats is getting stronger. Therefore, the need for establishment and function of suitable structure and mechanisms, which regulate and manage the risks for key infrastructure – regardless whether it is managed by privately or state owned companies – is still tangible. 

 


In this respect the Conference Energy Security and Energy Infrastructure in SEE will open the debate on the following topics
:

  • Which are the existing and the future threats and how can the changing environment be successfully managed to guarantee maximal protection over the energy infrastructure
  • The current threats and challenges of the risk managements at regional level
  • Case studies and modes of cooperation – what changes are needed and how to be achieved
  • The role of common European decisions and the responsibility of national governments

The conference program focuses on the political, strategic and operational issues and addresses to all stakeholders – government authorities at national, regional and European level, private sector, civil society and international organizations and donors, operators of energy infrastructure.

 


Provisional Agenda:

The two- day conference will be organized in three panels.

DAY 1. 15.09.2015 
(opening – 13.00h)

Official opening/Political panel: Official statements from governmental and international authorities. (The Voice of Politicians)

Strategic panel: Concrete European and national policies and strategies; implementation of Directive 2008/114/ЕС in the light of the current risk and threats of energy security. (The Voice of Experts)

DAY 2. 16.09.2015

Business panel: Case studies, technological solutions, bottlenecks in the communication between political decisions and concrete problems of the operators of energy infrastructure. (The Voice of Business)

Closing panel: General conclusion. Conference closure – 13.00h
