IEA with Energy Efficiency Policy Toolkit 2025

The Energy Efficiency Policy Toolkit 2025 by the International Energy Agency (IEA) is a comprehensive and interactive online tool designed to support governments in developing and implementing strong energy efficiency policies. Launched during the 10th Global Conference on Energy Efficiency in Brussels, it builds on previous editions developed for Sønderborg, Versailles, and Nairobi.

Energy efficiency is presented as a cornerstone for global sustainable development. It improves access to affordable and reliable energy, enhances energy security, drives economic growth, creates jobs, and lowers emissions. The report highlights that accelerated progress is essential to double the global annual energy efficiency improvement rate by 2030, in line with the UAE Consensus from COP28 and reaffirmed by the Versailles Statement.

The IEA’s policy approach revolves around combining three fundamental mechanisms: regulations, information, and incentives. When applied together, these “policy packages” maximize impact across sectors by raising efficiency standards, informing consumers, and stimulating the adoption of advanced technologies.

The Toolkit also outlines ten strategic principles to guide policy makers, including: promoting cross-sectoral actions, unlocking job potential, supporting financing, encouraging behavioral shifts, leveraging digital tools, and enhancing global cooperation.

Critically, the IEA stresses that effective implementation is as important as sound policy design. It recommends ensuring adequate resources, building institutional capacity, enforcing rules, and regularly evaluating outcomes to align policies with technological developments.
