In 2025, the EU imported € 336.7 billion worth of energy products, amounting to 723.3 million tonnes. Compared with 2024, imports decreased both in value (-11.1%) and in net mass (-0.6%).
The share of energy products on total EU imports observed significant fluctuations, because of strong volatility in their prices, peaking in 2022 at 22.8% of total EU imports. This was followed by a continuous decline to 13.2% in 2025. Also, in the fourth quarter of 2025, there was a decrease of 2.9 percentage points (pp) compared with the same quarter in 2024. The breakdown by products shows that between 2021 and 2025, the share of liquefied natural gas (+0.9 pp) increased while the shares of natural gas in gaseous state (-1.6 pp) petroleum oils (-0.7 pp) and coal (-0.2 pp) decreased.

In 2022, there was a peak in the value of petroleum oils, reaching €331.7 billion. This value gradually decreased to €218.8 billion in 2025, mirroring a similar trend in volume, which peaked at 477.6 million tonnes in 2022 before declining to 432.8 million tonnes in 2025.
Liquefied natural gas value also peaked in 2022 at €118.4 billion in 2022, fell to €41.7 billion in 2024 but then increased to €56.4 billion in 2025. The volumes, however, were more stable growing slowly from 91.2 million tonnes in 2022 to 101.0 million tonnes in 2025, reflecting sustained and growing demand for this product. This steady volume growth indicates an ongoing shift towards liquefied natural gas as a substitute for natural gas in a gaseous state, whose volumes have decreased every year since 2022. Natural gas in a gaseous state experienced a significant drop in both value and volume after the surge in 2022, with values falling from €203.7 billion to €60.1 billion in 2025, and volumes decreasing from 150.9 million tonnes to 105.5 million tonnes, reflecting the market’s shift towards liquefied natural gas.

Main suppliers of petroleum oils, natural gas and coal to the EU
With regard to petroleum products, the EU ban on seaborne imports of Russian crude oil took effect on December 5, 2022, and the embargo on refined petroleum products began to apply on February 5, 2023. As a result, Russia was no longer among the EU’s seven main trading partners in this category. In 2025, the leading suppliers of petroleum products were the United States (15.1%), Norway (14.4%), and Kazakhstan (12.7%).
With regard to natural gas supplied in gaseous form, Norway was the EU’s largest supplier with a 52.1% share, followed by Algeria (17.4%) and Russia (10.4%).
As for liquefied natural gas, the leading supplier to the EU in 2025 was the United States. It was followed by Russia (13.9%), Qatar (8.9%), and Algeria (6.6%).
Since the beginning of 2023, the United States and Australia have become the main suppliers of coal to the EU. Last year, Australia (36.0%) was the largest supplier of coal to the EU, followed by the United States (31.2%) and Colombia (12.0%).
